Prep
Heat oven to 450F (230C). Pat beef dry. Thinly slice onions into rings. Mix black pepper, garlic salt, paprika, onion powder, oregano, cayenne, and sea salt. Whisk mayonnaise, horseradish, Dijon, Worcestershire, and lemon juice for tiger sauce.
