Chop the onion and garlic; combine the chili powder, cumin, cinnamon, allspice, cloves, and cocoa powder in a small bowl.

Brown the ground beef in a small saucepan over medium-high heat, breaking it into fine crumbles, about 5 minutes until no pink remains.

Simmer
Add the onion, garlic, and spice blend to the pan; cook over medium heat for 1 minute until fragrant, then add beef stock, canned tomatoes, tomato paste, vinegar, and bay leaf. Bring to a gentle simmer and cook uncovered 75 minutes, stirring occasionally, until thickened and glossy.

Boil
Cook the pasta in a small pot of salted boiling water over high heat 9 to 10 minutes until tender but firm, then drain.

Plate
Remove the bay leaf and season with salt. Twirl the pasta onto a plate, ladle the chili sauce over top, then scatter the kidney beans, reserved onion, and cheddar over the mound.
