Prep
Finely chop the chicken livers, onion, pepper, celery, and garlic. Rinse the long-grain rice ready to cook through.
Sear
Brown the ground chicken and livers in oil over medium-high heat 6 minutes, breaking up, until deeply browned and crisp.
Saute
Add the onion, pepper, celery, and garlic over medium heat 5 minutes until soft. Stir in cayenne and paprika 1 minute.
Simmer
Add the rice and stock. Cover and simmer over low heat 18 minutes until the rice is tender and stained brown.
Plate
Fluff the dirty rice with a fork and fold through plenty of sliced scallions. Spoon into deep bowls to serve.
